For reasons of the Cultural Policy through the influence of Sam-il Movement under Japanese colonization, the magazine Kaepyuk was published in June, 1920. During that period(1920.6~1926.8), the Kaepyuk went through 72 editions, and, as a representative magazine, dealt significantly the juvenile personalities were mostly despised, and as a result, called the social attention to the juvenile problems. Thus on a racial movement level it discussed some solutions of juvenile problems and brought up the necessity of the Juvenile Movement with an anticipation of juveniles.
Lee Don-hwa approached the solutions chiefly front a view of the protection for juveniles, Lee Kwang-su from that of juvenile reconstruction, Kim Ki-jun from that of juvenile liberation. Their enlightenment made a great response, which caused the establishment of 'Sonyunhwoi' and 'Sonyundan' which was two important axes of the Juvenile Movement, and led the formation of the regional Juvenile Association. To make a step for ward, those two Association were united on April 17th, 1923, that is the organization of the Korean Juvenile Association. It(the K. J. A) established the Children's and celebrated the Day on May 1st, 1923. Especially in that celebration of the day, 'the Declaration of the Right of the Children' was proclaimed in order to liberate juveniles from the past ethical and economical oppressions. Of course the declaration was the reflection of the methods for the juveniles liberation which had been written by Kim Ki-jun in the Kaepyuk, and later it become a good guide to the Modern Juvenile Movement. Moreover the declaration had the honor of the first one for children in the world. Meanwhile the calling of 'Urinyi'[children] as the honorific tide for juveniles was expressed in the Kaepyuk for the first time. which made a practical contribution to spreading the respectful atmosphere for juveniles in the whole society.
However, in the magazine people led not content themselves with the various developments of the Juvenile Movement, and not also ceased their reflective whips. they warned themselves the tendency that the celebration was carried out by just simple plays or that the Juvenile Movement was executed by only a few juveniles and leader, and also awoke to genuine meaning of the Juvenile Movement so that everybody could have a common interest in the National Independence Movement.
Therefore I think the result of my study in a sense that I explained that there is a close relationship between the Modern Juvenile Movement and a view of juveniles in a great part through the Kaepyuk.
