The nationwide employment policy have great limitations in solving the problems of the regional labor market. The unbalanced supply-demand situation of the labor forces in the region has to be solved directly in the region concerned. The regionally specialized policy for labor market is necessary because every region has its own industry structure; and there are different problems of housing, traffic, social relationship and family ties, and the limitations originated in the insufficient information The current employment policy on the central government level restricts the activeness of the municipal governments in the provinces because it was uniformly decided w1th no regards to the particularities of the regional economy and its industrial condition. To elevate the effectiveness of the employment policies for creating the work places in the provincial areas, the current employment polices should be replaced by the decentralized employment policies which are planned and practiced by the municipal governments. The worldwide trends shows many countries are realizing the importance of the employment policies on the regional level; and the roles of the municipal governments are being strengthened in the field of employment policies
This thesis was written to suggest the policy-making measures which helps the municipal government in the provincial area like the Jeollabuk-Do Province elevate its ability for promoting the employment opportunities in the region not depending upon the central government, and to make research for the diverse legal and policy-making measures suited to the creation of the work places and facilitation of the employment
