The youth unemployment is caused by not only the economic recession but also the structural problems of the markets of labor and products, and the education system, which do not cope with the changes of the economic-social environments.
It requires the following measures to solve the problems of the youth unemployment:
First, taking into account the practice of attaching importance to job experience, the youth should be given the opportunity of on-the-job training so as to choose decide their jobs and course in life.
Second, the youth should be educated and trained to be suitable for the types of industries in regions, and then the rate of the youth unemployment would decline, and the problems of small-medium business manpower shortage could be solved.
Third, the government should construct the employment stabilization infrastructure which serve the youth with job information and job training, consultation for the jobs.
Fourth, the school authorities should develope job-education program. and give positive support for domestic and overseas employment.
