In Korea the youth unemployment is mainly due to economic recession since the foreign exchange crisis in 1997, structural problems of markets of labor and products, and the education system which can not cope with changes of socioeconomic environments. The rate of the youth unemployment has been increasing more and more as a result of continuous shakeup since the economic recession, and the lineups of labor in large corporations are rapidly becoming middle- & prime-aged. The reasons that youth unemployed can not take jobs are their dissatisfaction with working conditions, mismatch among skill, career, and specialty, and unbalance between demand and supply of youth labor due to the surplus of graduates.
In order to decrease the rate of the youth unemployment and to solve the problem of small-medium business`manpower shortage, the youth should be given education and training suitable for types of industries in regions. Especially taking into account the practice of attaching importance to job experience, they should be given the opportunity of on-the-job training so as to choose and decide their jobs and course in life. The government-education-industry authorities should develope job education and training programs, construct employment stabilization infrastructures which serve the youth with information, training and consultation for jobs, and give positive support for domestic and overseas employment.
