Gender has been marginalized both in peace studies and military studies, and the essentialist assumption of women being pacifist has been challenged by historical experinces. Since the Gulf War in 1990 women's participation in military as well as in the combat have become real in the name of gender equality. Mainstream feminism such as NOW in the U.S. has struggled for the first class citizenship by nationalizing women, which will lead women to the equal participation in the military, in other words, an exercise of the state violence. The questions arise: who is entitled to exercise state viloence? Why is violence not criminalized when it is exercised by the state? Why did men become first class citizens with a duty of military services? Is full citizenship given in exchange of military duty? By inquirng these questions, I will try to deconstruct the militarized concept of modern citizenship, which accompanies the decriminalization of the state violence on the one hand, and that of the private violence, namely domestic violence on the other hand. If the modern citizenship is highly militarized, aquiring full citizenship, or more simply, becoming like men, cannot be a feminist goal. This paper attempts to deconstruct the modern concept of citizenship, nation, and the state, so as to build a non-essentialist theory of gender that can lead us to criminalization of war itself.
