This study aims to figure out the extent to which policies set out in a comprehensive city plan could be implemented through a city management plan. It focuses especially on characteristics of policy statements in the social and economic plan sector of the comprehensive city plan. It also aims to increase our understanding of them so that it might facilitate a constructive discussion on whether it is desirable or not that a comprehensive city plan should set out social and economic policies as well as spatial policies. For these aims, it develops an analytical framework for investigating implementation possibility of policies set out in the plan. Then it selected six case study areas and analyzed implementation possibility of policies set out in their 2020 comprehensive city plans. The result of the analysis shows that a half of the policies set out in the social and economic plan sectors could not be effectively implemented through the city management plan. On the basis of the result this study concludes that policies set out in a comprehensive city plan should be spatial ones rather than non-spatial ones. It argues however that the spatial policies should be linked to social and economic policy goals and made to accomplish them.
