A goal of plan in City Comprehensive Plan(CCP) is very important in that it is an object trying to attain objectives by urban plan, a way of motivation, an indicator of right orientation for urban development and a means of concentration of the city power. However, despite importance of goal of plan, there have been little studies about it. The purpose of this study is to analyze characteristics of the goals of plans in 65 CCPs approved by Ministry of Land Transport and Maritime Affairs and to prove the differences of goals from urban population size, level of urbanization, level of fiscal capacity and level of centrality. As a result of research, it was shown that distinctive quality and differentiation of goals were very deficient. In most cities, several words such as culture, industry, tourism and environment were very often used in the goals. On the other hand, words relevant to location characteristics, administration and welfare, competitive power were rare. And also, there has occurred statistically significant difference of goals from urban population size, level of urbanization and level of centrality. But the difference of goals from level of fiscal capacity has not occurred. It can be interpreted that the goals of plans have a little difference by urban characteristics but distinctive quality and differentiation among cities' goals are lack. Accordingly, it is necessary to set up goals of plan after due sufficient consideration about cities' function and characteristics.
