Based on 「The Act on Ubiquitous City Construction and etc.」 that was made in 2008, local governments are quickly establishing ubiquitous city planning. Compared to each city that is establishing ubiquitous city planning, there is a large difference of planning level. Looking at the initial plans, the contents of ‘Guidelines for Ubiquitous City Planning’ were not applied, the construction project plan and the enforcement plan were simply expanded into an administrative district level, and there were not enough in the quality of the contents. However as plans that was based on the guidelines were made, the level of establishment in ubiquitous city planning were improved gradually. But each local government has still different planning levels and details. So there is a question whether the plan has a realistic possibility. This study will analyze actual local government’s ubiquitous city plans, find out the difference of ubiquitous city planning in each city, diagnose the problems, deduct implications and also suggest improvement measures for ubiquitous city planning system.
