After Kim Il-sung's death, Kim Jung-ill was inaugurated at head of the new government. But Kim Jung-ill's regime began with many trobles. First of all, he need to proclaim relations with his father, since it bestow legitimacy for him. But he must bring about changes in order to keep up with the progress of the times. This is that Kim's regime is in a dilemma. Thus Kim wants to change the systems without much damage to his power. As it were, Not North-Korea calls for Gramsci's passive revolution. The passive revolution is slow reforms according to the law which is different from a complete change in Marx.
Kim's regime pursues changes in a method of filmmaking as well as in a society. So to speak, it is diverse content and universal style. Family dramas present with this changes. It reflects government's need on films through the father who represents Kim's image. 〈Youth〉(1995) is a family story that have five daughters and only one son. All daughters play at sports and one son study at history This film is about a domestic conflict between old and new generation. But unlike old films, 〈Youth〉 has youngsters who is so called new generation, and then ultimately they get their wish.
Thus Kim pursues some, but not many charges for young North-Koreans. Like Gramsci's passive revolution, the government allows people's demands but it is a slight and trivial changes. As it were, it is a passive revolution in a method of filmmaking.
