Before the beginning of the 1920's, politically or militarily, the Russian Communist party could not rule Siberia wholly. After the beginning of the 1920's, stabilized, the Russian Communist Party propagated Bolshevism actively in China. So they were found in a Russian official report in April, 1920. But some of them visited China privately to spy on the domestic affairs of China, others whose positions in the Russian Communist Party were not clear visited to approach Sun Won or Cheon Jung-ming, antimilitarist. Shanghai, an international city, was their main stage because there were various lines connecting Vladivostok as well as Japan.
Lizerovitch, Jewish Russian, born in the U.K , G. M. Popov, so called Smolsky, a military officer in the Russian Red Army and V. A. Stepany Anarcho-Bolshevik, a Russian of Italian extraction, who insisted all of us should use Esperanto, led communism in China at the same age with 4 Bolshevists Semeshkov, Hodoroff, Klassing, and Tolstoff from Vladivostok, and A. S. Potapov who was a Russian communist and a vice admiral and A. F. Agareff who had been a mayor of Vladivostok. Except them, N. G. Burtman, A. A. Muller, A. I. Ivanov, A. A. Polevoy were Russian revolutionaries who visited Tianjin(Beijing) or live there.
As there is little data, there must be some fallacies in the text, but there were steady contacts among Russian revolutionaries, Korean radicalists and Chinese radicalists from 1919 to 1920. As East Asian revolutionaries came to Shanghai or near there in the aftermath of the Russian revolution, 3.1 independence movement and 5.4 movement, it seems to have been possible. And then their contacts got to be more active as an emissary of the Russian Communist Party was sent to China and the Maritime Territory-based Han-in Sahoe-dang move to Shanghai. This was the time that Voitinsky and his comrades visited China by the secret order of the Russian Communist Party.
