The major purpose of this study is to explain recent US imposition of countervailing duties on DRAMs from Korea theoretically and empirically. The case can be explained by three different theories on trade. First, the business cycle theory of trade explains that economic recession and difficult to exit from the market enhances demand of US semiconductor industries for protection. Second, the endogenous tariff theory explains that demand of US semiconductor industries for protection were much more influential than demand for free trade. Third, the strategic trade theory explains that strategic thinking of both the US government and the US semiconductor industry resulted in imposition of countervailing duties.
Empirically, trade conflicts between Korea and the United States in this case centered on whether the Korean government unfairly intervened in providing new financing to Hynix, and whether this resulted in economic harms on the US semiconductor firms. Based upon the reports of newspapers and the official reports of the US ITC(International Trade Commission), we could not conclude whether illegal government subsidies were provided to Hynix or not. However, we may conclude that we can get some lessons for the Korean government to prevent similar cases from happing in the future. Privatization of banking industries and more transparent policy makings are recommended.
