As the United States has begun to adopt strategic trade policy as a trade policy in certain industries, some trade policy theorists have attempted to explain such policy changes. The main questions for them are why and under what kind of circumstances the United States have adopted strategic trade policy in certain industries. However, some parts of the their arguments have often been contradictory and the case studies investigated in their analyses to support their arguments have been limited to some high-tech industries.
In this sense, it is necessary to have a comparative analysis of U.S. trade policies in a high-tech industry and a non high-tech industry in order to define the major factors that determined the decision making of strategic trade policies and to verify the arguments of the existing strategic trade policy theories.
For this purpose, this paper has examined the U.S. trade policy in the aircraft industry, which is seen as a high-tech industry and the U.S. trade policy in the automobile industry, which is classified as a middle level technology industry. As a result of the examination of the two cases and as the strategic trade policy theorists argue, the changes of market conditions such as large scale of economy, the rapid increase of learning effects, and interventions of European countries in the aircraft industry, significantly affected the trade policy change of the United States in the aircraft industry. However, unlike the arguments of the strategic trade policy theorists, U.S. domestic political and economic factors and the revisionist economic decision makers played more important roles in making strategic trade policy in the automobile industry. Furthermore, the post-cold war environment helped the U.S. government to separate trade policy making from security considerations, and consequently led the government to adopt strategic trade policies in both the aircraft and automobile industries.
In conclusion, the existing theories that explain strategic trade policy making by focusing on the changes of market conditions may not sufficiently explore the role of other factors such as a post-cold environment, domestic political and economic factors, and the ideas of new policy makers (revisionists) in making strategic trade policy. In other words, the explanatory limits of the existing theories stemmed mainly from the underestimation of the interactive features of international and domestic political and economic factors in U.S. trade policy making.
