In order to understand ‘regional rule’ during the colonial rule, there is a necessity to approach this issue by categorizing and examining three forms of rule. The first is a ‘bureaucratic rule’ based on the premise of rational rule. The Governor General in Korea tried to achieve this form of rule through its ruling administration. This includes rule through repressive state organs such the army, and police, etc. Second is hegemonic rule. This is premised on the existence of a middle layer of colonial rule or the existence of internal colonialism. The third form is rule through ‘village politics.’ Regional politics takes shape within the space of contestation between bureaucratic rule and hegemonic rule.
I view the bureaucratic rule system established around the provinces and counties to be the center of colonial regional rule. In addition, I also believe in the existence of the hegemonic rule of the ‘intermediary ruling class’ that forms at the counties-districts-villages and either conflicts or complements the bureaucratic rule at the higher levels. Ji Su-Gol as well, through the concept of bureaucraticlanded rule system, posits the possibility of the two forms of rule, bureacratic rule and hegemonic rule. However, Ji Su-Gol does not acknowledge the hegemonic rule characteristics that is contained in landed rule. Furthermore, he does not acknowledge the establishment of the bureaucratic rule system. Here, the irony contained in Ji Su-Gol’s bureaucratic-landed rule system can be understood.
To rectify the abuse that is contained in the binary awareness of colonialism, there is a need to reconsider the ‘gray zone of colonial consciousness.’ For this purpose, there is a need to expand and deepen research into colonial political history and the history of everyday life. There is a need to expand the meaning of ‘political’ within the realm of political history and to introduce the concept of ‘collaboration.’ Furthermore, there must be an application of the concept of ‘colonial public sphere’ to deepen the concept of the history of the everyday and political history. The use of the concept of ‘public sphere’ here does not mean an actual public sphere, but instead it has the characteristic of a metaphor used to criticize the colonial state (or the nation state).
