The aim of this study was to examine a case of organizational separation and independence of Japan Sports Association and Japan Olympic Committee. Study findings are as follows:
First, with the worldwide boycott campaign of the 22nd Moscow Olympics, there were two separation movements in the Japan Athletic Association: Kiyokawa's JOC independence and the younger group's Syowa Association-centered JOC independence. At that time, the Ministry of Education was deeply involved in the arguments.
Second, in order to enhance Japanese sport performance and make Japan a sport power that was well-matched to its economic power, Japanese politicians manipulated the separation of the two sport entities.
Third, the Ministry of Education separated the two entities and made Japan Sports Association take charge of lifetime sports and JOC contest sports.
Finally, since that reshuffling, winning rate of an Olympic medal has become 3.5% and lifetime physical education has been much improved and promoted.
