Social integration process in South Vietnam was accomplished by the Northerners' almost exclusive possession of political power, transformation of the Southern economic structure through the nationalization of industries and commerce, dismantling of ruling class by forceful migration of urbanites to the New Economic Zones and semi-formal or informal exodus, and ideological assimilation through socialist education.
It was "the Northernizing the South by the North" that Southern communists and the third force activists were ignored in the political integration process of South Vietnam. Exclusion of preliminary anti-governmental activists in the integration process made the society be stable in the short term, however it worked to diminish the legitimacy of the new regime itself.
Northern communists were successful to some extent in dismantling of Southern socioeconomic ruling structure, while they were only partly succeeded in transformation of social structure in rural areas, as the peasants were unwilling to join the agricultural collectives. It might be the historical irony that peasants, who were the supporters to South Vietnamese communists during the Vietnam War before reunification, have become discontents. It was one of main reasons to embark on the reform policy of de-socialization.
In sum, Vietnamese social integration process was accomplished without massacre and made stable society by force in the short term. However, its dilemmas, which may be uncovered in the long term, are still existing beneath. In case of the social integration in Vietnam, it was also needed gradual change into one socioeconomic system without breaking down the existing communities. In this sense we should consider the tolerative integration policy with convergent perspective.
