The Taekwondo is to be classified into Pumsae and Kyeolugi in large. But, the Pumsae had grown very slowly till the early 1900's, in comparison with the Kyeolugi's surprising growth. After this realization, the beginning of the Yong-in university's president flag-Taekwondo games in 1991, the Pumsae-meet's weight has been increased more and more by each association, union, and college, in addition to the Kyeolugi's tournament. By these efforts, the twelve international and all-korea Pumsae tournaments have been taken place in 2006, now. Accordingly, this study plans to set purpose and necessity to present remedies for the more higher level Pumsae games than the Kyeolugi by survey of Pumsae-participant's recognition about game's problem. In preliminary investigation-step of this study, question contents are composed by a debate with 7 Taekwondo-specialists. A questionnaire is re-made up of semi-structured interview paper, referring to a open questionnaire used a thesis of Doren(1972). The investigator has chosen 6 representative players of ROK, joining the first world Taekwondo-Pumsae championship, held in 88 Seoul olympic-fencing stadium, from 4, September, 2006 to 6, as depth-individual interviewers, using a talk Questionnaire. To make progress this study, the investigator has presented a theoretical rule base on former studies and documentary records, collected materials by interview technique using semi-structured interview paper suited to this study after a choice of survey group, recorded interview contents using cassette recorder to preserve data, under participants' agreements, in interview times. In this study, a research worker has analyzed, using a method of inductive content analysis, to analyze recipients' recognition about Pumsae games in general and depth, used a triangulation to establish propriety and reliability of progress. As a result, the first questions about problems of umpires' decision are founded generally that "the rate of domestic referee was so high despites international match", "almost of umpires didn't know the Pumsae in foreign referee case", "and foreign referees didn't have accurate knowledges about rules so much as they learned the rules of Pumsae from Korean players". The second questions about problems of matches' advance are presented seriously "that the meeting's rules, the accurate rules of Pumsae, were not clear", "participants wanted the game to be held equally, distributed to other participating nations, under advance-settled regulations", "the training place was very poor", "the dining expenses had been settled by players' own expenses during traing camp", "the players' lodging had been not allocated till the last day during the game owing to financial difficulty". These results are regarded because all participants of this study take part in almost domestic Pumsae games now, recognize above problems during the games. Therefore, this study is concluded that the judgement proprieties have to be minimized by means of well-educated international referee and quality-improvement as umpires, the games have to be held after distributing definite, particular rules to participating nations before the minimum 1 month of game, and related association, union have to support generously so that each nation's representative players can exercise and take join the game in better conditions.
