It is necessary to carry out qualitative analysis with quantitative evaluation at the same time in order to exactly evaluate the effect of urban-rural integration. Accordingly, study on qualitative evaluation was accomplished following study on primary quantitative evaluation.
The result of study on qualitative is summarized as the following. First, like the result from quantitative evaluation, the qualitative evaluation revealed that the effects of urban-rural integration are positive. Especially, its effects were evaluated positively in respect of securing the same historical and cultural nature, uniting administrative district with a zone of life, reducing administrative cost, strengthening the competitive power of local autonomous entities, and performing integrated administration on a broader unit area smoothly. On the one hand, its effects were evaluated negatively when it came to dissolving local gap between urban and rural district and improving the financial condition and a living standard of rural districts.
Depending on their position, heads of eup, myeon, and dong and members of municipal assembly based on dong as their local constituency evaluated the effects of urban-rural integration positively. Particularly, they positively evaluated uniting an administrative district with a zone of life and reducing administrative cost. On the other hand, they negatively evaluated improving a living standard of rural districts. In a way, members of municipal assembly based on eup and myeon as their local constituency and civil servants in urban planning division evaluated the effects negatively by and large. Especially, they are negative in respect of improving a living standard of rural districts and uniting an administrative district with a zone of life. Only strengthening the competitive power of local autonomous entities was evaluated positively by them.
