This paper intends to examine candidly the limitations in what planners know and do and the problems associated with plan-making and its implementation in Korea. Many urban planners find the great discrepancies between the formal descriptions of city planning and the actual practice of city planning; in other words, knowledge and action.
There are, at least, the seven illusions of urban planners which seem to reflect bitterly their frustrations : 1) predictability of the future, 2) synoptic rationalism, 3) the public interest, 4) citizen participation,S) use of models, 6) optimum city size, and 7) benefit-cost analysis. But these illusions can be favorably interpreted as stepping stones to enhance the professional activities of the urban planners in a rapidly developing country like Korea.
