The aim of this essay is to re-examine the widely but uncritically accepted notion that market failure warrants the legitimacy of planning and planning intervention. In general, we find the source of planning's legitimacy in the police power of the state, and particularly, in market failure. Planners and planning theorists have accepted the argument that planning is justified and accepted as a socially useful function as long as it intervenes and corrects market failure. However, considering well-documented cases of planning failure and exceedingly high cost of intervention and regulation, it seems that mere existence and occurrence of market failure does not automatically warrant the legitimacy of planning and planning intervention. It is therefore necessary to examine each cause of, and damages done by, market failure in order to see whether planning and planning intervention can be justified.
In this essay, market failure is defined only as market not achieving allocative efficiency. Market carries out basically two functions : resource allocation and income distribution. It is to satisfy either collective needs of a community as a whole or wants of certain members of a community. Definitely planning intervenes in markets to achieve distributive justice through redistribution, however this aspect of market failure and planning intervention is beyond the scope of this study. This study will concentrate upon the question of whether planning can achieve efficiency in resource allocation, the so-called Pareto efficiency, when market cannot achieve. By doing so, hopefully this study will help us to examine proper boundaries of planning and market, which will, in turn, delineate their proper roles.
