This study is designed to measure the quality of life(QOL) in the five newtowns of capital region. The QOL is measured by the bottom-up assemble approach which enable to derive an over-all level of evaluation from the levels of detailed items. The main findings of this study are follows. First, residents of the five newt owns evaluate their QOL bel ower than average level and worse than they expected, in general.
Second, residents satisfy about categories of amenable and convinient life, but dissatisfy about those of safe life, education, and culture/information, with some variations stem from characteristics of the newtowns.
Third, residents reveal very optimistic view about future QOL of the newtowns, and they are willing to participate community activities to improve the QOL if local governments initiate proper policies.
Based on the above findings, policy priorities by item and by newtown to improve the QOL are given by utilizing policy indicators-policy lags.
