This study is concerned with constuction of a Computable Genereal Equilibrium(CGE) Model to analyse economic effects of sectoral infrastructure investments. The model can allow us to scrutinize how the sectoral allocation of total government resources and the procurement through foreign borrowings and taxation can affect Korean economy dynamically. It is based on the neoclassical approach with a few institutional factors such as persistent unemployment and limitations on commodity substitutions, focusing on the real side of economy in 1990.
The CGE model is composed of three main module: the supply, the demand and the price. The supply module contaions production, labor demand and supply, and sectoral wage, while the demand module including investments and consumption of private and public sectors, and trade. The CGE model has 255 equations with 317 variables including 62 exogenous variables such as foreign exchange rate, world commodity prices, and government consumption and investments. The model can be applied to the evaluation of public measures designed for the provision of the infrastructure and its procurement.
