Past Substandard Housing Area Redevelopment Projects (SHARPs) have resulted in serious problems such as forced relocation of the residents without adequate housing provision and subsequent dissolution of the informal community network crucial to the subsistence of the urban poor. Recently, a SHARP based on the Rolling Development System (RDS) approach, known as better program to overcome those problems, was carried out at Songhyun-Mansoo area, Inchon. This paper, as a case study, aims at analyzing the effects of the RDS approach in a SHARP from the resident's viewpoint.
The study consists of four parts. First, chapter 2 identifies problems involved with past SHARPs. Second, chapter 3 explores the concept and types of RDS approach, comparison of the attributes between the types, and expected effects when the RDS approach is adopted and further replicated. Third, chapter 4 examines effects of the RDS approach at Songhyun-Mansoo Area, Inchon, the first SHARP by the RDS approach in Korea. Finally, chapter 5 summarizes significant findings based on both theoretical and empirical study results. In addition, policy implications are suggested with a list of several research topics for further studies.
