Baekje dispatched envoys to both Jin and Bukjea in 567. Aside from dispatching envoys to both countries at the same time, the fact that Baekje started interchange with Northern Dynasties should be aware of. Considering presenting Gerowang's sovereign message only one time, dispatching envoys to Bukje indicates beginning of full-scale interchange with Northern Dynasties. Interchanging since then proves that Baekje concentrated interchange with Northern Dynasties more than with Southern Dynasties.
Among various reasons of reopening and maintaining of interchange with Northern Dynasties, the international environments at that time is considered most importantly. The international environment of Baekje at the enthronement of King Weduck changed dramatically.
Baekje was isolated in Korean peninsular, and Shilla started actively with opened direct route to Southern-Northern Dynasties. These environments stimulated reopening and maintaining of Baekje's interchanges with Northern Dynasties.
Despite of the urgency of confronting with Shilla, which was a result of the isolation in Korean peninsular and hostile relation with both Goguryeo and Shilla, Baekje was forced to consider the relationship between Shilla and Goguryeo and the interference of Goguryeo in the relationship between Baekje and Shilla. Therfore Baekje tried interchange with Northern Dynasties continuously for the purpose of restraining of Goguryeo.
The basis of foreign policy of King Weduck of Baekje concentrated on Northern Dynasties, without exclusion of Southern Dynasties. This is the dramatic change of old diplomacy, which concentrated to Southern Dynasties, and the result of the dynamics among three countries and international environment.
