This paper aims to make clear the origin of nationalism of modern Japan by analyzing the view of the people of Koki-Mitogaku through reading The New Thesis(『新論』) written by Aizawa Yasusi(會澤安) who was the representative theorist of Koki-Mitogaku(後期水戶學).
Being based on apriori proposition, it has been often argued that Koki-Mitogaku was in behalf of the obsurantist politics. Recent researches which tried to explain newly the meaning of Koki-Mitogaku also did not mention enough about the view of the people. I could, however, find out that Aizawa Yasusi argued the change of the people-policy and presented new interpretation about relationship between the people and the national state centering Tenno(天皇) because the Japanese was being confronted with the crisis of Western expected invasion in The New Thesis.
According to my study, Aizawa Yasusi proposed some interesting points of the people-policy as follows.
First, he criticized the obsurantist policy and insisted that the resources of Western powers resulted from militerizing their own people. I think Aizawa's idea like this resulted in earlier founding of rular school(鄕校) and peasant troops(農兵) in the domain of Mito(水戶藩).
Second, Aizawa Yasusi had the idea of mobilizing the people(動民) in contrast to the tradional policy on the people, Anmin(安民). This was similiar to the idea of modern state in respect of encourging the people's positive participation in the political affairs, and mobilizing and using the people's power even if under the control by ruling class.
Third, Aizawa proposed the opening of Daijosai(大嘗祭) which had been performed secretly for long times, in order to intensifying the people's identification with state and making them belonged to Tenno. This aimed that the people was forced to be aware of the being of state visually and physically by participating in the nation wide ceremony of state.
I think we could find out the origin of the nationalism of modern Japan in Aizawa's idea.
