The word 'Pacific Ocean' is a term by the Western world. Therefore the word has been representing certain thinking patterns and the apparent hegemony of the Europeans and Americans. The organization of Institute of Pacific Relations(IPR) also bears the same sprit. The U.S. intellectuals who organized this body during the mid-1920s considered the Asian region to be the extension of the Pacific ocean or even part of that. IPR pursuited two things: First, through the academic studies and researches of the IPR, they hoped to obtain systematic knowledge and information regarding the situation of the Asian-Pacific regions. Secondly, they wanted to be able to utilize the Pacific Conferences held by the IPR every once in two or three years as a channel of civilian diplomacy and negotiations.
The Korean intellectuals, on the other hand, who were under the imperial occupation of Japan during this time, tried to inform the international society of the Korean situation and the Korean 'issues' through the IPR. The U.S. intellectuals hoped to establish a relationship with the intellectuals inside Korea. In November 1925, a branch of IPR was established in Seoul. But due to the pressure from the Japanese authorities, the branch was dismantled in 1931.
After December 1941, when the Pacific War broke out, IPR embarked upon active studies and researches of the Korean situation. As a result, Korea for the Koreans(1943), Modern Korea(1944), and Korea Looks Ahead(1944) were published. In these books, it was argued that only the immediate liberation of Korea could contribute to securing world peace and establishing stability throughout East Asia. It should be noted that the opinion maintained in these books was considerably different from those maintained by the American government and the U.S. media, which rather opted for a solution to the Korean issues based upon the trusteeship.
