Globalization has affected in sheer rise of migrant workers who are escaping from the devastating economic conditions of their home country and crossing borders seeking for jobs for a living. Prominently, hundred thousands of migrant workers from underdeveloped countries in Southeast Asia or Africa are heading for developing countries, like South Korea, Taiwan, or China as a consequence, there are over 400 thousands, legal or illegal, immigrant workers are working in South Korea. The problem is, along with other difficulties, the immigrant workers in South Korea are suffering from insecurity of their 'Linguistic Human Rights' (LHR).
In this paper, I argue that it is necessary to promote LHR for immigrant workers from Asian countries who are suffering from the absence of opportunity for communication in their own language. This issue has never been fully discussed or drawn attention from Korean society and government, for Korea is best known by its homogeneity in the origin of people and its dominancy by one language hangul. In this circumstance, immigrant workers are experiencing extreme difficulty in their job responsibility, communication with colleagues or Korean bosses, everyday lives in the community, and occasional urgent situations. However, they are trying to express their identity as contributors to the industrial development of Korea, with their outspoken 'voices.'
I'm suggesting the perspective of 'Ecology of Language' by Haugen (1972) to handle the issue of LHR of immigrant workers, and the issues of their linguistic identities and voices. It promotes prosperity of diverse and indigenous people and their languages, and tries to revitalize or rehabilitate vanishing minor languages. It is resonant with a criticism on 'Linguistic imperialism' and the ideology of 'Transnationalization,' 'Pan-Americanism' 'language hierarchy' or 'Globalization from the above,' etc. Instead, 'Ecology-of-language paradigm' advocates the rights of every minority groups and their indigenous languages, and essentially supports 'Globalization from the below' (Falk 1994). This 'Ecology of language' paradigm will help Korean society to prepare proper (mother or foreign) language policy in the era of globalization, and it is also important concern in the light of human rights issues in Korea, because securing LHR can be the beginning of protecting human rights.
