The rapid development of Information telecommunications such as satellites and the internet is also accelerating the drain of available contents. At this juncture, we need to appreciatethe value of our local culture because it could be the treasure trove of value added contents only if we extend our hands. Also, given its originality and exclusiveness, local culture could play a pivotal role in consolidating our regional identity.
A recent survey shows that the number of local festivals is 647. Despite local governments' efforts, however, they do not get great grades for their contents largely because few are original or productive in their themes.
As the nation's resources, local culture is comprised of cultural heritages with roots in a specific region and of orally transmittednarratives. Since local culture evolves around the region where it originated from and those to whom it is inherited, there is little doubt that the culture has its own originality and is based on regional consensus. That said, it is necessary to emphasize the importance of local culture as national resources with eve-lasting value.
Now, I'd like to explain how we could use our cultural resources as contents for the culture industry by citing several cultural assets in Seoul and Gwanju.
Seoul is a very peculiar city where "foreign" and "local," "upper" and "lower," and "female," "adult" and "children" cultures coexist. Culture products that characterize this peculiarity include offline ones (festival products and handicrafts) and online ones (cartoons, character products, sound, stories)
Meanwhile, the peculiarity of Gwangju could be highlighted by three words: "courtesy," "justice," and "taste." Specifically, they include songs (or sori in Korean), independence fighters and officials who devoted their lives to dynasties, watermelons from Mt. Mudeung, Jak Sul tea and kimchi. In this paper, I have proposed developing Gen. Kim Deok-ryeong, one of the most famous heroes in Gwanju, into a character product.
Cultural resources need to be developed into contents as soon as possiblein order to avoid any problems regarding their originality. Local governments should step up their efforts to enhance public awareness of culture contents as well as participate actively in the creation and use of multimedia contents, for their active roles could lead to great industrial effects.
