Yushinjikyo(維新之敎) which was mentioned in the royal edict, in March of the 5th year of King Injong, Koryeo, is not just a message but the instruction ro renew Koryeo. Then, what does it mean to renew Koryeo? The instruction is well-explained as contents of the royal edict; that is to say, we can see the articles as an embodiment of idealogical identity of Confucianism that has an educational and idealistic character, not a simple realistic policy.
The purpose ro proclaim this idealistic royal edict was to search for King Injong's fallen dignity by the Leejagyum's Revolt. In fact, King Injong lost prestige to the very limit owing to the Leejagyum's Revolt. In addition, the royal palace, the symbol of Koryeo Dynasty, was rotally destroyed, rhus the national authority was also fallen considerably. In this situation, King Injong secured a foothold of recovery with only a little monarchy for personnel management and diplomacy and got rid of hostile retainers. As a result, he could make the first step roward the Revitalizing Reforms Government.
The beginning of Revitalizing Reforms Government rook shape in 15 royal edicts, which were made out on the basis of the instruction to renew Koryeo. Its meaning was to embody the idealogical identity of Confucianism connoted in Seokyung(書經). Once again, this was embodied as the thought of Gunju(君主). Shinryo(臣僚) and Wuimin(爲民). But, why is the Seokyung Idea implied in Yushinjikyo? The reason is that the logic of renewal and change such as the start of new nation, the
conversion to new governing structure and the aim for new government is implied in Seokyung. In a word, Yushin Idea is contained in Seokyung that Koryeo should overcome an absolute order and establish a new order. In conclusion, Koryeo sought for the Revitalizing Reforms Government on the basis of this political logic.
