Purpose: The purpose of this study w as t o examine relationships among t he factors which are influence on future use of railroad system. This study suggest the model which consist of cost, safety, manage and future use of railroad system. For exploring the model, we would like to suggest the policies and meaningful importations for railroad system. Moreover, this study explored the differences between cargo owner and forwarding agents. Research design, data, and methodology: A survey was conducted on 95 cargo owners and forwarding. By checking the discriminant validity, we empirically tested hypotheses after comparing the correlation value with the root average variance extracted. First, correlation, confirmatory factor analysis was conducted based on reliability factor analysis results. Second, for testing the latent mean analysis, we conducted the fitness of 4-step structural model and latent model analysis. Results: First, the relationship among factors which are consist of cost, cost have positive relationship among safety, manage and future use of railroad system. Second, safety are influence on manage and future use of railroad system positively. Third, the manage factor has postive influence on future use. Moreover, there are differences between cargo owners and forwarding. The forwarding agents have interest in manage factor rather than cargo owners. Implications: As a result, we confirmed the relationship among the factors which are influenced on use of railroad system. We founded that the cost factor affect on the use, however, the value is lower than other factors. the saftey and manage factors are more important factors. The user who cargo owner and forwarding consider the safety and manage factors. Also, the forwarding agent consider that manage factor is most important factor on use of railroad system.
