The purpose of this study is to evaluate various issues raised in the process of public pension reform in Korea at a preliminary level. To this end, the issues related to the two major tasks of adequacy and fiscal stability were divided into three dimensions - orientation, objectives, and means of reform. A brief summary of this study is as follows. First, the orientation of the public pension system in Korea should encompass both adequacy and fiscal stability. This is because if the orientation of pension reform is biased toward the extreme, the sustainability of the system may be undermined. Second, the objectives of pension reform should be set by defining the concepts of adequacy and fiscal stability in a broader sense. In other words, it is necessary to perform both poverty alleviation and income replacement functions in terms of adequacy. Also, the objectives of fiscal stability should be set at improving not only the deficit of the National Pension system, but also the demographic, economic and social environment surrounding the system. Third, the means of pension reform should be designed in various ways. In terms of adequacy, it is necessary to strengthen both the basic guarantee system and the income-related pension. In order to strengthen fiscal stability, it is necessary to balance the income and expenditure of the National Pension. In addition, policy efforts to improve the external environment such as the fertility rate, productivity, and employment rate need to be made. The above preliminary evaluation has implications in that it might contribute to reconciling the issues of pension reform and improving its acceptability and feasibility.

본 연구는 공적연금 개혁과정에서 적정성과 재정안정성을 중심으로 제기되는 다양한 쟁점들을개혁의 지향ㆍ목표ㆍ수단 등의 차원으로 구분하여 살펴보고, 이를 시론적 수준에서 평가하여 일련의 사회적 합의 지점을 모색하는 데 목적을 두었다. 연구결과를 간단히 정리하면 다음과 같다. 첫째, 한국 공적연금체계의 미래 ‘지향’은 적정성과재정안정성이라는 양대 과제를 모두 포괄하는 방향으로 이루어질 필요가 있다. 이는 특정 지향으로의 편향이 상대 가치의 훼손으로 이어져, 공적연금의 지속가능성을 떨어뜨리기 때문이다. 둘째, 공적연금 개혁의 ‘목표’는 적정성과 재정안정성 개념을 보다 광의로 규정하여 설정되어야 한다. 즉, 공적연금을 통해 일정 수준의 방빈과 소득대체 기능을 모두 수행해야 하고, 재정안정성 측면에서는 국민연금의 수지차 문제를 개선함은 물론 연금재정에 우호적인 외부환경 조성에도 주력해야 한다. 셋째, 적정성과 재정안정성을 강화하기 위한 개혁 ‘수단’은 다차원적으로 설계되어야 한다. 적정성 측면에서는 방빈과 소득대체 목표를 위해 기초보장 성격의 급여는 물론, 국민연금도함께 강화하여 중장기적으로 적정 노후소득보장의 청사진을 그려나가야 한다. 재정안정성을 강화하기 위해서는 보험료율 인상ㆍ수급연령 상향 등의 제도개선책과 함께, 국민과 국가 간 책임분담차원에서 출생율ㆍ생산성ㆍ고용률 제고 등의 환경개선 작업이 병행될 필요가 있다. 이상의 실험적 평가결과는 연금개혁 관련 쟁점들을 사전조율 해나가는 데 필요한 기초작업으로서의 함의를 지니며, 이를 기점으로 상호 피드백에 기반한 후속 논의가 활발히 전개된다면 수용성과 실현 가능성을 담보한 연금개혁 방안을 마련하는 데 기여할 수 있을 것이다
