When the Serious Accidents Punishment Act takes effect on January 27, 2022, the government mentions the importance of risk assessment as a way to establish a self-regulated prevention system for companies. In this sense, this study focused on preliminary preparation and identification of harmful risk factors among the five stages for general risk assessment with the aim of developing a customized risk assessment system in the Korea electric power industry. The results of this study showed that firstly, to increase the participation rate of workers in the preliminary preparation stage of risk assessment, it is necessary to identify major risk factors through the What-If method of risk assessment team members during the safety information collection stage. The second result found that, looking at the current state of accidents in the Korea electric power industry over the past 10 years, accidents caused by electric shock occurred the most. The third result discovered additional factors that can cause electric shock during the stage of identifying hazards and risk factors. In addition, based on the results of this study, it is judged that the stages that can most reflect the characteristics of the workplace in the existing risk assessment method are the preliminary preparation stage and the identification of hazards and risk factors. This is because more fundamental measures can be established if the cause of the accidents in the workplace can be identified.
