This study presents the utilization rate standards that will be used as a policy evaluation measure for the operation of the national sports center.By region, size, and facility type through the recognition of the utilization rate of the national sports center and the survey on the actual use of the national sports center management operator and stakeholders. The difference in utilization rate was analyzed, factors influencing the utilization rate were derived, and based on the actual condition survey and perception survey, a utilization rate standard plan that could objectively evaluate the operation status of the National Sports Center was presented. Based on the conceptual definition of utilization rate, the utilization rate is calculated as an alternative: 1) the number of registered people compared to the recruitment capacity, 2) the average number of users per day compared to the total floor area of the facility, and 3) the number of registered people per year compared to the number of the population of the basic municipality is set as an alternative. The final calculation basis was selected. The final selected basis for calculating the interest rate was evaluated as a result of on-site surveys that the National Sports Center had a high user level compared to its size, and the facility was selected as the number of registered people compared to the recruitment capacity to ensure the capacity and service level of the users.
