This study aims to explore measures which enhance the status of major international cycling event, ‘Tour de Korea’ by analyzing its current problems and seeking sustainable development. To achieve this purpose, a literature review and multi-dimensional interviews were conducted. Policy papers and archived materials produced by the South Korean Government and Korea Sports Promotion Foundation(KSPO) were also analyzed. The results indicate that the identity of the competition should be focused on publicness rather than the source of external revenues, which satisfies the vision of the organizer, KSPO. Also, the competition operation system needs to be restructured according to the new identity. To increase effectiveness of the event, the elite and special competition should be operated separately by the Korean Cycling Federation and Cycle racing business division in KSPO respectively. Third, it is important to secure a stable budget for the competition, which needs to be funded by the national sport fund instead of the internal budget of KSPO. Lastly, a strategical and long-term partnership with the local governments should be established, and course designs of competition stages need to be regularized.
