The purpose of this study is to find out the better ranking of national sports festivals so that municipal ·provincial teams participating in them can be in balanced competition. In national sports festivals we have today, municipal ·provincial teams equipped with plenty of infrastructure as well as human resources for sports tend naturally to gain excellent results. In order to improve it, this author suggests the followings. First, we should maintain the current events but reflect only top 30 or 35 events’ scores in each city or province to the composite score. Second, the ranking should be determined with the number of gold medals or total medals won. Third, scores from national junior sports festivals should be regarded as a single event when reflected to the composite score of national sports festivals. National sports festivals are the greatest festivals of elite sports in Korea. They are also contributing significantly to the development of sports in Korea. We should less promote the symbolic integration of national sports festivals and Korea sport for all festivals by simply combining Korean olympic committee(KOC) with Korea council of sport for all(KOCOSA). Moreover, we will have to devise and apply better ranking for balanced competition by understanding the value of elite sports and encouraging well-intentioned competition between municipal ·provincial teams participating.
