The purpose of this study is to find the specific obstacles of fostering elite athletes through public sports clubs and look for improvement strategies. The public sports clubs began to foster elite athletes in 2016 to diversify the advancement of professional athletes as well as to address the side effects caused by fostering elite athletes exclusively through school sports programs. This project is promoted and sponsored by the Ministry of Culture, sports, and Tourism and the Korean Sport & Olympic Committee (KSOC). For this qualitative research, ten research participants were selected via the criteria group method for in-depth interviews, complemented by the study of related papers and reports. Following the analysis of the data, the study revealed the following four core obstacles. Firstly, there is a lack of recognition and promotion for the fostering of elite athletes at public sports clubs. Secondly, there is a lack of sympathy and support from coaches and instructors towards elite athletes coming from public sports clubs. Thirdly, it is difficult to hire proper coaches meeting the regulation and protocol made by the KSOC. Lastly, the establishment of elite sports is strongly against the fostering of elite athletes at public sports clubs. The improvement strategies are in line with the core obstacles. Firstly, promotion and financial support must increase to improve awareness regarding the fostering of elite athletes at public sports clubs. Secondly, the remarkable outcomes from public sports clubs must be promoted and communicated to coaches. Thirdly, flexibility in regulation should be allowed to reflect specific circumstances when hiring coaches. Lastly, a strategy should be developed to improve the coexistence and harmony between school sports teams and public sports clubs to foster elite athletes.
