The study purported to suggest the directions for the improving the legal rights and interests of health and exercise coordinators through the Sports Promotion Acts. It is a new business area for the health campaign managers in the reorganization of coaching qualifications with the revision of the Sports Promotion Acts. However, the scope of rehabilitation and legal and physical calibration exercise for referring physicians for exercise coordinators is not legally and properly defined by the sub-law. Moreover, it seems necessary to explore whether the limitations placed on the vocational scope of exercise coordinators is violating the constitution of freedom of vocational selection and scope. There has been various views on the amendment of the Sports Promotion Acts related to the health campaign managers. Based on the perspective that disease can be treatable with exercise in terms of exercise prevention more than what the Sports Promotion Acts merely states, a new operation process of the qualification system for exercise coordinators should be introduced and successfully established in order to meet the needs of the public. Finally, the qualification as well as training procedure for health campaign managers is needed to be expanded. For the realization of health promotion for the public through exercise, the Sports Promotion Acts should be revised to provide health and exercise coordinators with expertise with social, economic, and legal status.
