What are the relations between the New Cold War and maritime security? How could a mechanism of maritime conflict be affected by the intricate relationship between the evolving dynamics of international politics and the maritime policy of individual states? These two puzzles help address the dynamics of maritime security in the New Cold War era. This paper proposes two analytical tools based on the concept of "linkage" to address this issue. These two tools show that international politics serves as an independent variable while maritime security serves as a dependent variable. Moreover, the analysis suggests that focusing solely on strategic competition without considering MCBM (Maritime Confidence Building Measures) creates the highest risk for maritime conflict. MCBMs could serve as a remedy to mitigate the New Cold War mechanism, particularly because they help convert the maritime mechanism from ‘an inflexible closed sea’ to ‘a flexible closed sea.’ While differentiating deterrence with confidence, this paper provides policy recommendations and contributes to academic progress by suggesting agendas for the following studies.
