This report examines famine countermeasures in early modern Japan, using the case of emergency stockpiling implemented in the Zeze Domain of Omi Province. The emergency stockpiling discussed in this report refers to the accumulation of food and money in warehouses on a scale ranging from one to several villages. Various forms of emergency stockpiling were deployed across different regions, with the shogunate issuing decrees for nationwide grain reserves and individual domains implementing their own measures. The reason for addressing emergency stockpiling measures is to prepare for potential natural disasters and famines in the future, and to observe how they were utilized during actual emergencies. The Zeze Domain in Omi Province was based in Zeze in Omi Province, and under the rule of the Honda clan from the 4th year of Keian (1651) until the Meiji era, after several changes in lordship. Additionally, it held over 60,000 koku of land in Omi and Kawachi provinces. The reason for focusing on the Zeze Domain is twofold: first, the actual implementation of emergency stockpiling throughout the domain has not been clarified, and second, historical documents from both the domain and its residents are available. Moreover, the lakeshore area of Omi Province has been prone to frequent flooding due to heavy rains causing Lake Biwa"s water level to rise, while the Kawachi Province territory is inland. This investigation aims to explore the disaster prevention measures and responses undertaken by public authorities in such varied geographical environments.フォームの始まりChapter One examines the overview of Anminroku "s role in the Zeze domain and the provision of rice from the lord. In Chapter Two, it demonstrates the amount each village saved in the Anminroku treasury and the contributions made. Lastly, Chapter Three delves into the utilization of Anminroku, including loans to the needy and its role during disasters and famine.
