This presentation aims to clarify why early disaster recovery was possible and why disaster mitigation gradually became feasible by examining the damage and recovery processes of typical natural disasters during the Tokugawa era. During the Tokugawa period, disaster recovery was primarily the responsibility of each domain. However, recovery from a massive disaster that affected multiple domains was beyond the capacity of the domains alone. Consequently, the bakufu began to undertake wide-area recovery as the central government (kōgi). Local communities were also actively involved in disaster recovery. Thus, disaster recovery during the Tokugawa period was characterized by the collaboration between the bakufu as the central government, the various domains, and local communities. This collective effort enabled early recovery from natural disasters. Additionally, as the people of the Tokugawa era experienced repeated disasters, they gradually began to document their experiences, and these records became widely shared as social knowledge. By learning the history of disasters from these records, future generations were able to reduce the impact of future disasters.
