This article examines the coherence of the theories and key concepts of commons in modern society, focusing on the Gyeongui-seon Commons (GC). The GC took an emblematic role in social disputes on commons and commons studies in Korea, since it suggested alternatives opposed to the profit-oriented urban development and state-owned land utilization. Adopting N. Luhmann’s social system theory, we delve into the social structure where the commons can operate, with dis-constructing the concept of commons broadly regarded as a set of community, resources, and institution, and also re-defining foundational social relationships of commons into two concepts: communal and common, or communality and commonality. The former is related to joint involvements of people mostly observed in traditional communities, while the latter refers to overlapping operations of social systems in the functionally differentiated modern society. And yet the commons cannot operate as a self-referential social system in modern society, unlike other social systems such as the economic system, a company, or social movements. Then, transforming the GC into a community in the vision of “space for all” and “autonomous and self governing space” is hardly possible by means of commons movements. This result shows that the commons can only work as a value, which is a claim that a certain object or social situation should be open to the joint or overlapping operation of various social systems, preventing any single social system from exclusively controlling it. This implies that commons as a value could support for social movements in the modern society, where people is always ready to meet others have different values and interests and try to coordinates more democratically and flexibly the differences among them, because they are connected situationally to various social systems which operate with distinct codes and values.
