This paper aims to examine the characteristics and the dynamics of the urban commons movements. Today, while the urban commons movements are globally expanding to resist the speculative urbanization and to respond socio-economic bipolarization and inequality, a theoretical development is required to connect between ‘the urban commons’ and social movements against inequality. Firstly, it begins by interpreting John Locke’s formulation of the relation between ‘right of property’ and ‘civil government’ which had been negating ‘commons’ in the historical enclosure movements. It also argues that the urban commons movements go on the trajectory of democratic movements through the dynamics of radical expansion of the democratic boundary with new discourses of rights for social minorities under the speculative urbanization and by co-creating heterotopia of the new discourses of rights, which can be regarded as the possibility of the Lockean ‘state of nature’, in the urban context.
