The importance of adaptation in response to climate change is growing, highlighting the increasing role of local governments in risk management. In particular, the Intergovernmental Panel on Climate Change (IPCC) emphasizes the importance of enabling conditions, along with urgent and timely measures, with finance being one crucial factor among them. Since 2010, the Government of the Republic of Korea has been establishing and implementing adaptation plans at the local government level; however, there have been considerable doubts about the effectiveness of these plans. In this study, an assessment was conducted on the current climate risk for heatwaves and rainfall. The study evaluated budget use to reduce climate risks and examined the adequacy of implementing adaptation plans for heatwaves and rainfall through the categorization of local governments based on climate risk and adaptation budget. The current heatwave risk was found to be relatively low in many local governments, but 20 of a total of 229 local governments were found to have relatively high risk. In terms of heavy rain risk, 111 local governments showed relatively high risk, showing greater exposure to heavy rain than heat waves overall. The analysis also revealed that many local governments had relatively low budgets, indicating variation in their ability to cope with climate risk. This study identified cases where local governments are adequately addressing climate risk and cases where risk remains high. This research examined conditions affecting adaptation plans, contributing to future efforts to implement measures that can reduce climate risk.
