This article tries to reveal the hidden visual cultural mechanism and power embodiment behind the image recording behavior of Roosevelt government agencies through the analysis and research of "The Forgotten Man” photos in FSA documentary photography during the Great Depression. The article expounds on how the image of "The Forgotten Man” in the FSA photos is shaped and the encoding and decoding process of symbols from the three aspects of "visual construction”, "visual representation” and "visuality”. At the same time, it discusses how the mass media in the United States in the 1930s and 1940s played a role in the dissemination of its photos. Judging from the results, the Roosevelt administration used FSA documentary photography as a means to establish a visual cultural mechanism dominated by politics through three aspects: "visual construction” "visual representation” and "visuality” Under the influence of this mechanism, people formed a sense of identity with the New Deal and a perception of policy rationalization. For the study of a specific visual culture within a particular period, it is essential to understand the social environment at that time and have an important influence on the current development.
