Based on the case of the military logistics support unit A in South Korea, this study aims to present a systematic framework to establish military logistics network including warehouse relocation, delivery service area determination, and optimal delivery route design under normal and increment weather conditions considering road risk factors. The case unit was operating four warehouses storing one or two types of commodity for each facility. This resulted in excessive traveling distance and time as each truck had to visit 3~4 warehouse to load the supplies for each delivery mission. The case unit was also operating excessive number of trucks which caused inefficient delivery operation with extremely low average load factor. The improvements suggested by this study are as follows. The four warehouse were integrated to two warehouses based on their commodity types: regular supply items and vehicle maintenance items. The location of the warehouses were determined by factors including transportation accessibility, availability of existing storage facility, labor availability, and traffic condition. The number of delivery trucks were reduced while reassigning their service areas and redesigning their delivery routes for both normal weather and increment weather conditions. When simulating extreme weather condition such as heavy snow fall, delivery routes and service areas were reestablished considering possible road closure and traveling speed reduction due to slippery road condition.
