The research purpose of this paper is to examine the digital policies of the Japanese government over the past 20 years, the trend of Japan’s declining digital competitiveness, its current status, strengths and weaknesses, and the reasons behind them. To this end, the WDCR from IMD and the EGDI from UN are utilized as data. As a result, the following conclusions can be drawn. First, the vision of Japan’s digital policy has shifted from e-government to digital government. The characteristics of digital policy have evolved into ICT communication infrastructure development, online administrative procedures, application distribution, promotion of digital utilization, and DX promotion toward Society 5.0. However, despite the Japanese government's full-scale efforts, Japan’s digital competitiveness is declining day by day. The cause is not hard data, but the ranking of lagging soft data. Hard data is the minimum requirement for moving toward DX. DX is a feasible task when agility, resilience, and openness to human values and social organization are demonstrated through advanced digital technologies. In other words, DX cannot be achieved without changes in human thinking and behavior. The fact that Japan has strengths in hard data and weaknesses in soft data can be seen as a message of hope in that there is much room for development. However, achieving that hope depends not on the possibility of change, but on the ability to actualize that possibility.
