본 논문은 중국의 과학기술 발전 동인인 지도자의 정책 인식과 인재정책 요인을 통시적으로 살펴보았다. 연구결과, 중국의 지도자는 건국 초기부터 현재까지 낙후한 과학기술 향상과 경제성장을 목표로 관련 정책을 수립해왔다. 건국 초기부터 과학기술격차를 줄이는 방법으로 해외 인재를 유치하는 정책을 고수하였고, 경제력이 상승한 이후에는 과학기술 역량 강화를 위해 시스템을 확립하면서도 지속해서 우수 인재 확보에 총력을 기울였다. 중국이 ‘정층설계’와 ‘커브추월전략’ 등을 통해 정부주도의 신속한 정책을 시행하고 해외 인재를 유치하는 것은 여전히 중국의 기술력이 선진국과 많은 차이가 난다는 것을 방증한다. 하지만, 안정적이고 일관성 있는 정책 시행은 중국의 과학기술력 강화로 이어지고 국제사회에 영향력을 확대하는 기제로 작용하였음을 확인하였다.
