The growth of the smallest region leads to that of basic local self-governing so that large regions and the country could develop. When those who live in the smallest region lead their happy lives, the happiness index of the people throughout the country becomes also high. All of us live in one of the smallest regions in the country so the quality of our lives cannot be improved until the region where each of us live in develops. It is the right purpose of the local self-governing. A local community belongs to one of the most important fundamental elements. The government, integrated and basic local self-governing communities, thus, should cooperate together to activate the local community. The present law has a number of articles as an effort to vitalize the local community, but the excessively specific articles could bring about the result against activating the local community. In order to vitalize it, the law is necessary to have basic articles, but unnecessary detailed articles could harm the autonomy of the local community. To activate the local community, therefore, it is reasonable to regulate it at a minimum within basic articles.
