A common item set used in test equating should be representative to both content and statistical specifications according to equating literature (Kolen & Brennan, 2014). However, the fully representative common item set will be difficult to obtain in practical situations where difficult items tend to be concentrated in certain content areas. A lot of research has focused on only statistical properties not taking into account both content and statistical characteristics of the common items. This study examined the effect of content and statistical properties of common items on equating accuracy and interaction between the two types of properties of common items using common item non-equivalent groups design with pseudo-test form data. The effect of content representation on equating accuracy differed by the statistical properties of common items.
