This study develops two types of leadership, transactional leadership and transformational leadership, and explains their roles in the early 1980s democratization process in South Korea. While existing studies on South Korean democratization have been focusing on the role of transformational leadership such as Kim Dae-jung and Kim Young-sam, this study examines the role of transactional leadership of Kim Sang-hyun. Compared with the image of transformational leadership of fierce struggle, sacrifice and exceptional charisma, Kim Sang-hyun’s leadership is somewhat flexible and inclusive. Transactional leadership played a significant and unique role in the process of democratization in South Korea. In order to better understand the democratization of South Korea, this study shows us to look at how transformational leadership and transactional leadership interact to each other and how this interaction defines the development of South Korean democracy.
