Although the laws and systems have been revised several times for safety of the workers, disasters and industrial accidents still happen. It is noteworthy that the government is reorganizing the laws and systems to strengthen safety management not only in the private sector but also in the public sector, as occurrence of large-scale accidents that have recently attracted the public attention has increased. The public sector is striving to fulfill its social responsibilities by maintaining safe working and living environment from disasters and accidents, and the importance of safety management in the public institutions has been recognized throughout society, but safety accidents continue to occur. In management assessment, which can be said to be a guideline for responsible management of the public institutions, review is needed to find out whether the assessment indicators regarding disaster and safety management sufficiently reflect promotion of safety culture in the public institutions and selection and scoring of the indicators are suitable. In particular, there are few studies on the assessment indicators related to the safety culture of the public institutions that have a large number of facilities and workplaces. Therefore, in order to understand the importance of disaster safety management in the public sector, AHP method was used for comparative analysis after a survey was conducted on experts and employees of public institutions who served as management assessment members of the public institutions, based on the level of awareness of the importance of disaster safety management indicators among the management assessment items of the public enterprises and the level of scoring in the current management assessment indicator system. As a result of the analysis, in the management assessment indicator system, both experts and public enterprise employees recognized the importance of management performance, social value, and sustainable management in that order, and the importance of sustainability management indicators was recognized relatively lower than the importance of indicators of management performance and social value. In addition, the public enterprises(including quasi-governmental organizations) were at a lower level than local public enterprises in the scoring of the disaster safety management assessment indicators in the management assessment indicator system, yet recognition on the importance of disaster and safety management was very high. In conclusion, considering the importance of the disaster safety management in the management assessment indicators of the public institutions, the scoring of the safety and environmental indicators is needed to be raised, and considering that safety-related matters are being applied to related indicators more or less comprehensively, it is necessary to limit the assessment only to the related matters.
